TERMS OF REFERENCE FOR LEADERSHIP TRAINING
- The objective of consultancy:
The objective of this consultancy is to design and facilitate a
three-day (3) leadership skills development training for project partners including Jubaland members of parliament.
- Background
The Somali Women Solidarity Organization (SWSO) was formed in 2006 as a community-based organization engaged in promoting solidarity and increasing women’s participation in decision-making processes. It is active across Lower Jubba, with headquarters in Kismayo and field offices in Dhobley, Dolow, and Afmadhow districts. SWSO is actively engaged in peace building work and partners with the UN High Commissioner for Refugees, Pact Kenya, the Life and Peace Institute, Peace Direct, Saferworld, and the German Corporation for International Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit, or GIZ). Their work focuses on the grassroots level to enhance the capacity of communities to understand and respond to insecurity in their midst. SWSO advocates for the interests of communities at both national and international levels.
SWSO is implementing the programme ‘Restoring Stable Communities in Somalia’. The programme strengthens the capacity of local civil society groups and communities to research and facilitate broad dialogue across clan and state-society divides about local security issues, provide resources for implementation of joint conflict prevention and community security initiatives, support cross-regional community exchange to share experiences and common security problems; and link community members with existing dispute resolution mechanisms. At the state level, it seeks to re-establish bodies that promote community-responsive policing, acting as a link through which information on security provision is channelled, and form bridges between local, state and national levels. Learning and insights from all levels will be fed upwards through national-level civil society networks, promoting community-focused security provision at national and international levels. Broadly, the programme aims to improve the roles and responsibilities among communities, administrations, police and courts in the three state capitals, in the interest of mutual accountability. This will result in improved state-society relations, especially in the provision of security services, through improved perceptions of safety and security, and practically, a more functional and responsive formal security sector.
- Scope of work and target dates:
The consultant is be expected to:
- Design and facilitate a three-day leadership skill development training for 30 participants representing members of Jubaland parliament sub-committees
- The training will be held in Kismayo on October 2 – 4, 2021
- Through the leadership skill development training provide participants with:
- Understanding of the principles of leadership
- Discussing the leadership practices and behaviours
- Leadership Practices Inventory (LPI 360)
- Deliverables
The expected deliverables are as follow:
- Inception report outlining details/process of how the three days training will be conducted
- Develop training materials for the leadership skills development training and translate into Somali
- Facilitate a three-day (3) leadership skills development training for approximately 30 participants representing members of Jubaland parliament sub-committees
- Provide copies of the training materials to the participants
- Compile and submit quality training report to SWSO
- Required experience
- Significant experience working with NGOs both international and national, government and UN agencies by delivering leadership skills development training
- Experience designing and conducting previous leadership trainings in different partners, organizations and government officials.
